Solution:

$ν_{o p e n} = \frac{V}{2 L}$
$ν_{c l o s e d} = \frac{V}{4 L}$
$\Rightarrow ν_{o p e n} - ν_{c l o s e d} = 4$
$∴ \frac{V}{2 L} - \frac{V}{4 L} = 4$
$\Rightarrow V = 16 L$

Now in $2^{n d}$ case:-
$ν'_{o p e n} = \frac{V}{4 L}$
$ν'_{c l o s e d} = \frac{V}{8 L}$
$∴ ν'_{o p e n} - ν'_{c l o s e d} = \frac{V}{8 L} - \frac{V}{4 L} = \frac{V}{8 L} = \frac{16 L}{8 L}$
$= 2$
