For block 2 to lift off. $N_{2} = 0$

$∴ T = W_{2} = 35 N$

Also from constraint, $2 a_{pulley} = a_{3}$

$∴ \frac{t}{2} \times \frac{28}{10} = (35 - 28) \Rightarrow t = 5 sec$
