In Cl2 molecule, the covalent radius is half of the internuclear distance, so statement I is false. The covalent radius is little smaller than the actual radius of the atom of chlorine due to overlapping during formation of covalent bond.

For the same element, anion has lower effective nuclear charge than atom so, anion is larger than the parent atom. That means statement II is correct.
