Statement (1) is true, Ce+4 has noble gas electronic configuration.
Statement (2) is also true. The formation of Ce4+ is favoured by its noble gas configuration, but it  is a strong oxidant reverting to the common +3 state. The Eo value for Ce4+/ Ce3+ is + 1.74 Vwhich suggests that it can oxidise water. However, the reaction rate is very slow and hence Ce(IV) is a good analytical reagent.
An oxidising agent is a substance that oxidises other substances involved in the reaction by gaining or accepting electrons from them. It is also referred to as an oxidiser or oxidant.

Hence, both the statements are correct.
