It is given that $m_{1} = m_{2}$

Since balance is achieved, so net torque about $O$ should be zero.
$(5 m g + m_{1} g) r_{1} = (m_{2} g) r_{2}$
$\Rightarrow (5 m g + m_{1} g) r_{1} = (m_{1} g) r_{2}$
$\Rightarrow \frac{r_{1}}{r_{2}} = \frac{m_{1} g}{m_{1} g + 5 m g}$
$\Rightarrow \frac{r_{1}}{r_{2}} < 1$
So, left arm is shorter than the right arm.
