Let $v_w$ be the true wind velocity and $v_o$ be the observer's velocity. The apparent wind velocity $v_a=v_w-v_o$.

Initially, $v_o$ is East, $v_a$ is from North. So $v_w=v_a+v_o$.

If $v_o$ doubles, $v_o^{\prime }=2v_o$.

The new apparent wind $v_a^{\prime }=v_w-v_o^{\prime }=(v_a+v_o)-2v_o=v_a-v_o$.
