A glass capillary tube open at both ends is dipped in water, we can see that the water first rises in the tube and finally remains at rest at certain height as shown in figure. Before cutting, the pressure at point B inside the tube equals atmospheric pressure P(same level as the outside free surface).

 

After the tube is cut at B, both ends are open to the atmosphere, so no pressure difference exists across the meniscus and the liquid surface in part AB becomes plane.
